HARASSMENT! and ABUSIVE PLAYERS! how to get a complaint taken seriously

recently started chatting in a group forum ( world of warships official group) and rapidly noticed one individual who is constantly starting arguments, acusing people of beingh a child moslestor and generally spreading negativity and hatred spouting all
sorts of thing like "you must be american because you sound half brained" and so on but he has had the cheek to report me and other players, now ive blocked him after the personal messages started to my inbox and reported his group comments and his personal
msg's yet somehow seems that microsoft have taken his side removing my comment asking him to stop his negative comments and get back to the subject in hand i:e boats, boat tactics or frustration/enthuisiasm for the game and it is all there clear as day for
all the world to see yet he remains unreprimanded by microsoft and even worse we the victims have instead been reprimanded how do i go about making a formal complaint to microsoft about this player and how do i make a complaint about microsoft for their poor
handling of this situation that has clearly spiralled out of hand ????

The group should have a moderator or owner that you can report this to. They can remove the person from the group. You can report his comments but make sure that your comments do not violate the code of conduct as well. If you have not violated the
code of conduct then there is nothing he can report.

You are not supposed to use names or gamertags of other players in xbox.live. Just report the player that was harassing you by filing a complaint:

Responding in any way which could escalate harassment is going to be taken seriously by the Xbox Enforcement team. Xbox Live should be a community of players who are there to have fun and play together. You are always going to come across people who get
upset or talk trash, but it's how you respond that is important. Xbox gives you the tools to mute, report, and block abusive players, so there is no need to take these situations into your own hands.

If during online gaming you suspect anyone of cheating or tampering with the system you can report those persons and block then from further harassment.

Each complaint acts as a notification to XBLPET, informing the team of the potential violation. Many of these complaints then enter dedicated queues monitored by enforcement agents, who investigate each complaint and determine whether or not enforcement

If you believe that an Xbox LIVE player has violated the Xbox LIVE Code of Conduct, you can file a complaint against that player. To do so, open the player's profile, select File Complaint, and choose the specific reason for the complaint. You may choose
from the following:

•Profile: The player's gamertag, personal picture, or personal information contains inappropriate material.

•Text and Voice Communications: The player used vulgar, hateful, harassing, or threatening language in voice or text communications.

•Video Communications: The player was vulgar, hateful, harassing, or threatening in video communications.

•Tampering: The player tampered with a game, an Xbox 360 console, Xbox LIVE, or the feedback system.

For your situation I would recommend Tampering.
