Halo wars 2 dlc disappeared

All halo wars 2 dlc was played when released, and then some. I stopped playing about 5 months ago. I went to pick it up again (it was still installed) and the dlc is gone. It still shows up in my owned content and says installed but the game will not load any leaders and all mission dlc says purchase. I'm playing on Xbox one x. I have tried reinstalling it directly to hard drive (it was on external). It boots up but then says installing update and restarts the game. It still shows my mission progress from campaign but that's it. No idea what's happening.

If the DLCs show on your owned content as installed, please try to preform a Soft Factory Rest Xbox Support by selecting Reset and keep my games & apps and check again.

Hey dude! From what you're describing this sounds exactly like it was purchased on another account on the console. Do you have any other friends that use the system? Or any alternate accounts? Let's check those to see if it's in the download history there.

The base game is Play Anywhere, that is, you can use the same license on console and PC, but this is not the case for the DLCs, as these are listed separately in the Microsoft Store for each platform.
