Halo: TMCC download issue

So I've had this game since its release. There is one giant issue. My ISP has a cap of 40 GB. I maxxed out my internet on release day, and have been waiting for it to reset. I am 13 GB into my new allowance, and Halo 2 went from 11% to 13%, while Halo
3 went to 11%. Halo CE and Halo 4 are playable, but the main reason for buying this was H2 Anniversary. Can anyone tell me why I have to download that much when I purchased a disc that should have it already there?

On Manage, it says Halo is at 59.1GB.

Halo tmcc was not so much important as this new halo, i think they not going to ruin it like they did with tmcc

 

Halo: TMCC have to be downloaded ?

I need help. I bought Halo: TMCC, when I used the CD, my xbox asked me to download Halo. I want know why? I bought the CD because I didn't want to download it, it's a lot of giga.

The disc only holds 40GB worth of the game. All else is covered by downloading the extra content (20GB). This ensures the best possible experience for your gameplay.

I would recommend pausing the downloads and leaving your console on overnight when everyone is sleeping to ensure a faster more timely download.

 

The question is: Why is there 59 GB (and counting) worth of extra content with Halo 2 & 3 just over 10% complete?
