Halo Reach can't enable capture last 30 seconds!!

So normally when you first use the capture last 30 seconds on a game/app you have to enable it, but for some reason i can't enable it for Halo Reach. It has happen on different games and I'm wondering if there's a way to force enable it, or even to fix this
problem. Here is a video of me trying to enable it.

Things I've tried to fix it.

Restarting Game

Restarting PC

Troubleshooting Xbox Game Bar

Repair Xbox Game Bar

Turned Off And On Xbox Game Bar

Oh and I don't think its a halo reach thing because a few of my friends got it to enable and this has happen to me on different games as I said.

Nice copy and paste Brad, but a "Service alert" has nothing to do with this problem.

Hello there

Sorry for any issues you are having due to the Service alert. There is currently a service alert for core services, which is affecting signing in.
What you can do is get notified once the alert is over. Visit our
Xbox live status site
and click on "Notify me" to receive a text message once this all blows over. Thanks for your patience and understanding in this matter. Also, has been a service alert for Halo.
