Halo MCC/Xbox App on PC Download Speed extremely Slow

I only seem to have issues in the Xbox App on PC when attempting to download Halo MCC. I have a 400 MB/s connection, so I should be able to get 40 mb/s actual download speed. My gaming laptop is wired ethernet connected, and has no issues at all running the game. However, when the download starts, it consistently bounces around from 0-13/14 Mb/s, and takes an extremely long time. I left my computer alone at 1130 PST this morning, and when I checked it again at 8pm PST this evening, the download had only gotten to 58%, and then it stopped with an error once I opened up the app! I have done google searches, tweaks, and tried EVERYTHING I HAVE SEEN, and nothing seems to work. I have no issues with download speed anywhere else, but I can't get Xbox App on PC to download anything now it seems. Everything is up to date, and security patches are up to date as well. I have Microsoft Flight Simulator installed with no issues. I also had an 84GB update to flight simulator yesterday, which downloaded and installed in-game with no problems. There are also duplicate entries of Halo MCC in my game library it seems. I am attaching a screenshot for reference. Any suggestions would be quite helpful. Thank You.

400mbps = 50MBps, that is the figures, real world you should get if everything is spot on about 47MBps.

the xbox app uses the windows store to download, the windows store is quite trash, sometimes you can hit the high speeds but a lot of the time will happily sit at 19MBps for the entire download, yet steam, epic store and origin i get 59MBps download which is my full speed

something we all have to live with unfortunately.

Try to reset the Xbox app to solve the problem:

Press Win + I to open Windows Setting.
Select the Apps category. Make sure Apps & features are selected in the left pane. In the right pane, input Xbox in the search box.
In the following window, select the Repair button. Then check if the Xbox works properly.
If you still encounter the problem Xbox app not opening or working properly, you need to click the Reset button.

If the issue persists, try to clear the Microsoft Store cache

Press Windows Key + R to launch Run.
Enter wsreset.exe and hit Enter.
Once the reset process finished, restart your PC and then check if the Windows Store App works as it should.

The Xbox App depends on the Microsoft store App to run properly. So, if there is something wrong with the Store app, you will face problems with the Xbox app too.

In this case, resetting the Store cache can fix the problem, so make sure you do that by following the steps above.

The download itself is extremely slow. It took me 3 hours to download and I have 50mbps down. Plus its also happening to halo MCC now. If your download gets stuck guys just pause it. Then unpause it. No need to restart the whole download

I don’t know why Microsoft isn’t fixing this. It’s in their best interest to make downloads as fast as they can be. On Xbox, the same titles download for me at 600+ Mbps. On PC: 15 Mbps if I’m lucky. On the same connection. I assume that the CDN is the same for both, so I can only chalk this up to very poor Windows native TCP settings - unless Microsoft is trying to throttle these.

It's like Xbox users get priority bandwidth and pc users get the scraps that are left over.
