Halo MCC Will Not Allow Me To Get Online

In short I am unable to get online to play Halo MCC on PC (The steam variant). Here's an imgur link to the screenshots referenced: https://imgur.com/a/eL4mPcy

When I launch Halo and press enter to go to the main menu one of 2 things will happen:

1. I will get a sign in error (See screenshot "Halo MCC Sign in error") that says "Sign In Error - Error encountered while signing into Xbox Live". If I press retry I immedietely get the same error and if I press cancel and try to enter the main menu again
I also get the same error. Seeing as there is no way to close the application from the main menu I am forced to Alt + F4 out of the game.

2. The game will allow me to enter the main menu but will not acknowledge I am online (See screenshot "Halo MCC Always Offline"). If I go to the network tab in settings the ping list will just show unavailable. If I try to go into matchmaking I just get an
eternal pop up saying that the game is trying to get the latest up to date matchmaking information and it gets stuck doing that. If I exit out of the game via the main menu the game window closes but the process clearly hangs before it can close as I can still
hear the main menu music and the process is still visible in task manager. So I have to kill the process via task manager anyway. If I log out of my xbox live account from the main menu in this scenario it will let me but from that point on will only experience
the first scenario and can only get back to this version of events if I purge every file relating to the game from my system and registry. This has gone on since release day and I can not seem to get anyone to actively try to help me solve this problem.

I have however found a workaround for the time being which does allow me to play online. For some reason if I close steam and launch it as a different windows user and run the game also as a different user the game will load fine and I can get online just fine
as can be seen by the two screenshots labeled "Halo Run as Main User" and "Halo Run as Secondary User".

For reference both users are local user account on my PC Therefore this issue cannot be hardware related as not only have I changed graphics card (AMD R9 290X to RTX 2060 Ti), CPU (I5 4690K to AMD Ryzen 5 3600X), Motherboard (Z97 chipset to B450 Chipset) and
RAM (DDR3 to DDR4) since I first experienced this issue and still to this day experience the problem but also both user's are being run on the same system anyway so it can't be a hardware problem. The issue also cannot be network specific as no matter which
user I am running the game as they are both connected to the same network via the same ethernet socket in my PC's motherboard to the same router. It also cannot be a software issue as all software on my PC is globably and therefore both users have access to
the same software. Regardless I can actually get online if I run the game as the secondary user via command line while logged into the first user. This means I have the only possible cause to the problem is something that the game accesses that is user dependant
like any files the game accesses located in the users AppData folder. In fact the cause of this problem has to be some form of file or registry key that the game accesses when pressing enter to go to the main menu at first launch as that is the earliest point
this error can arise. The issue has to be something user dependant but I just can't figure out what.
