Halo MCC on pc not allowing me to join my friend

Discus and support Halo MCC on pc not allowing me to join my friend in XBoX Games and Apps to solve the problem; So I bought halo for my friend and we have not been able to join each other. So I bought halo for my friend and we have not been able to join each other. We both play on steam and have tried connecting through steam the xbox app and in game itself. Everytime I go to join him the join player button is greyed out. and when I try to join via invite it always says "Failed to join player" But after that I cant launch into any activity, when I go to my session details it says he's there but isnt. This has been very frustrating. I have researched into it and theres not a fix I can find.
