Yes, as you've found out, as long as you have your disc install left on the console, when you buy the digital copy it just downloads a little licence file - no need to re-download the entire game.

If you are playing on an Xbox One, you have two options of playing the game.

You could play the Xbox 360 version, either by disc (looks to be under $10 used) or digitally (this is the $20 version you mentioned).

You could play the new Master Chief Collection (MCC) digital version (this version is $10), but that's only if you own MCC already.

I honestly did not heard about the fact that the MCC will be free for PC players who already own the xbox version, but note that the campaign of Halo reach is not included in the base MCC but it is available as a standalone DLC for 10$, so even if if you
own the MCC you will not be able to play the single player of halo reach if you do not buy the DLC, you can also play it with an active subscription of the game pass since they have included the complete MCC with reach and ODST in it.

Unfortunatly there is no way except to buy the games as digital version.

For a disc version of the game you always need the disc in the tray. This is needed to proof that you own the game. At digital games the license for the game is registered to the account that made purchase.

All you could do is buy the games as digital version when they are on sale and sell the dics after that.
