Open Microsoft Store > Click 3 ... in upper right corner > Select "Settings" > Scroll down to "Account" and select "Manage Devices".

A web page will open and unlink all your old devices and you should be good to play!

You can also make your primary PC "offline permissions" in Windows Store app settings, which will make you able to play offline. This way even if you account is set on multiple devices your PC with Offline permissions will always have priority and won't
ever encounter this error.

The PC version isn't coming out all in one go like it did on the Xbox, its coming out in stages with Halo Reach being the first release on December 3.

You can't install it yet as it's too early.
