Hacker/can't decline friend request.

So while I was playing COD Ghost two days ago one of the guys on the opposing team was obviously hacking. Once we returned to the lobby at the end of the game I expressed my frustration to the idiot that was hacking. His screen name is "[Mod Removed]".
I reported him as cheating and listed him as a player to avoid. The next day I turned on my xbox 360 and saw that I had a new message. It was a friend request from
[Mod Removed]. I clicked on decline friend request and it won't delete the request. All the happens is that I get a message telling me that it can not complete the request and to contact xbox.com/suppot. I then went to my account on my computer
and tried to delete the friend request from [Mod Removed]there and it will not delete on there as well. I have cleared my cache, deleted my profile, and formatted my hard drive. After reloading my profile the message from
[Mod Removed]is still there. I sat on the phone with xbox support for over an hour and had three people there trying to help me but in the end they did not know how to get rid of the message.

First of all is my account at risk for any type of fraud? I do have a card attached to my account.

Second, how do I get this message off my account? Do I have to cancel my account and start a whole new one? If so I still have about 8 months left on my account so I would like a refund.

Third, when is xbox going to do something significant about cracking down on these hacking losers. I'm tired of wasting my money on games and map packs just be frustrated with hackers. When I was on the phone with support they tried everything they could
to help get the message off but in the end they told me that I would just have to leave it on my account because they didn't know what to do about it. This is unacceptable and poor customer service.

Any help in getting this message off my account would be appreciated.

Can't decline friend request

Before I try this, do you think you can explain why I can't just decline the friend request from xbox.com? I could maybe see this friend request not disappearing on the xbox but not on xbox.com. Seems like a syncing issue with the servers, like it can't
process my request to decline the request.

Signed in to the 360 and had 3 friend requests. Decline Decline Decline Problem solved.
