Guests aren't signing in correctly

I haven't seen this issue crop up, but I am sorry to see the situation you're in!

When you create a
Guest account, it's basically like a ghost account, which I see you understand. I am wondering if you have your console set to Instant On and your account just isn't signing out. When your account signs out, it should be removing the Guest accounts from
the console. If you haven't already, please sign out of your account, hold the power button your console for 8-10 seconds, and then sign back in when it boots back up. Try setting up a Guest account again after that.

Let me know how that works for you. We'll nail this one down if you're still running into the issue.

Since there aren't really an in-game options for controller usage, have you tried signing in your second controller as a guest of your main account then launching the game from a fresh load?

Sign into the main account for the Xbox, and follow these steps. When it asks your to enter the guest key, give it three tries. After the 3rd failed try you will be asked to enter your Microsoft password linked to that account.
If this does not work, you will need to do a hard reset sadly.

Remove Guest Pass:

• Sign-in with your account on Xbox One.
• Press the Xbox button to open the guide > Settings > System > Signed-out content restrictions.
• It will ask you to enter your Microsoft account password to confirm your identity.
• It will then ask you to enter the guest key to remove it.
• You can also try entering an incorrect guest key three times, and then it will prompt you to enter the Microsoft account password to remove it. This will remove the guest key.
• If you remember it correctly, you will directly get an option to Remove guest key.
• You can then go ahead, and create a new key with new restrictions.

Have you signed the guest into the console? While you are signed in to the xbox one under your profile say "Xbox Sign in" choose "Add Guest" the guest will be signed (it will go through the Kinect want to recognize them bit) in and appear as your gamertag
plus a number in ( ) after it. Once your guest is signed in go to Free Mode (split screen) in Forza 5 and that guest will be able to join your game. Been working for me.
