    I also have the same problem, new xbox (have it for 2 weeks now) and havent been able to buy any points using paypal, i'm guessing its an MS problem with paypal, at the moment i dont have a credit card (dont like them) but i'm thinking on getting one for
    testing. MS support told to wait 72 hours... dont think it worked :(
