GTA V installation problem

i have an issue with gta 5 that when i download the game it starts downloading but if i turn off my console it says installation stoped then it get canceled and it happens if i turn off the xbox and when its reaches a certain percentage this happens only on gta v
and i turned on my storage when xbox is off so i dont know what to do
and i have a digital edition so im not using and bluray discs or such things please help me ive been retrying to download for 3 days now

the problem isnt the game, it's when i download the gta v packs with it. (the packs are basically the mandatory disc install with regular gta v)

i think its fixed now because i put the game in download queue and turned of my console and it was still downloading so thank you so much Joseph and thanks for helping me
i get this problem again i will ask you to help me if you dont mind

It needs to be formatted to FAT32.
