Halo 1-5 have a Singleplayer copy to the Coud . I have tested.

Can't play my games

it depends on your setup if you can use your stuff offline. in general every gamertag and every savegame can be used offline, in case of savegame use your hdd storage instead of cloud. if you used cloud, you can still copy your savegames to hdd as there
is a local cache for your savegames in cloud settings. games can be used offline under following condition: it does not explicit require internet and it was purchased on your own account.

I can Backup to a external HD the Game self but not the Savegame Why ?

And no Usb Stick Support for Savegames by Xbox One

At Playstation 1 to 4 i can Export the Savegames External.

By the way the reason why it doesn't give you an option

to back up the saved games on a hard drive is because

My Thoughts:

That's a Lie. I can not do anything to save my Savegame External

Or copy to the Microsoft Cloud.

Yes have Tested now, have Delete my Offline Singleplayer Savegame, and...

The Offline Savegame have Synchronisation from Cloud to me.
