Really thats the answer? They get a pass and i get punished how nice so what reason is there to not behave just like them?

It's just how online systems work, almost like the real world. Report to Microsoft and do not retaliate. Move servers or exit the session. There will always be toxic players and trolls, it is just the luck of the draw.

When it comes to the behavior in question, its best just to ignore them and then go to the Enforcement site to report or block them (avoid if possible) so as not to get an enforcement action upon yourself. Insofar as the type of players you seem to run into,
you may wish to check out the
Xbox Live Reputation System as this can affect the players you get grouped with, how you're matched, etc. and the article has some other information you may find helpful in this situation, as well as some great tips for the future.

I have a good reputation i do not bother other players i evan help other players when i can i change servers often and still this is a major problem but i can see that Xbox doesn't care and i will find no help here

PvP is part of Rockstars design in that game and as such is not considered to be against its rule set. Try blocking those players or logging out/in to move to another server to avoid them. You could try to block the players in order to avaoid playing against
them.

Players killing you in a game which is the designers intention for them to do so does not give you any reason to violate the TOS.
