Gifting xbox live gold to a diffrent region?

No, that is not possible unfortunately. They are locked to the region where they are purchased.

If your friend bought the game as a gift through the Xbox Store he can request a refund.

Seeing as the gifting of games etc is region locked you wont be able to play the game that was gifted if you are in a different region as the purchaser/gifter.

I got an Xbox Live Gold card as a gift from a family member living in Canada while i live in Morocco.When i tried to redeem it it said that i cannot redeem it since it was purchased in a different region. What should i do??

Yes, as of what I've heard, EGP is supported. I think changing your LIVE region to get more experience is against some rules... It's best for you to keep your LIVE region same as your physical one, and get all your Xbox items from the region you live in.
If someone is going to gift you an Xbox code, it's better for this particular person to get you a Gold membership instead, because as of what I heard, Gold memberships are worldwide.

If you sell region free gift cards, this regions gonna suffer.

The only way to support Xbox Live in your country and to get more out of it, is to buy gift cards for and in your region.
