gifting another microsoft account

That would basically be sharing your personal info with someone else and is not advised. It's actually against the Terms of Service. If you are talking about Microsoft Rewards points, you can send those to a family member if you link your accounts. Here

"Can I transfer currency from one Microsoft account to another?

No. Currency in your Microsoft account can't be transferred to another Microsoft account. Xbox gift cards make great gifts and can be purchased in retail locations or through any of our online retailers' websites. Xbox gift card availability varies by region."

If you mean microsoft rewards points they are deposited only to the account that is on ms rewards

You csn then gift the membership to another account
