Getting error code 0x80004005 or CV: xjQYiSFqt0+ZVA1u When I try to access the store through ...

Long story

First I tried uploading a edited Star Wars Battlefront 2 clip (all of these clips i downloaded from the app) through the Game DVR I get declined and it says "You can't share game clips, There might be a problem with the service or it could be because of
your privacy settings or past behavior. To check your privacy settings, go to Xbox.com"

After multiple times of getting this message i called Xbox support, and me and the phone assistant, we went through every step to fix the issue. My privacy settings are allowed in the correct areas, so no issues there, i don't have a behavioral issue...
we restarted my laptop we turned off extra security but after that made no difference we turned it back on.

we tried uploading a clip thats already on the xbox app it gave me the same error as above so this is where i assumed i have a general issue and not just the clip im trying to upload, because the video is under 5 mins and its in MP4 format.

While xbox support was researching i thought to myself that maybe my app (the xbox app on Windows 10) isn't updated so i tried to access the xbox store through my xbox app on my windows computer, when i do it gives me the error code 0x80004005..... Maybe
the issues are connected? why can't i upload my clip? why can't i access the store through my computer? why do i get told its my privacy issues when my privacy is open?

I am getting the following error message when I try to access the store:

Code 0x000001F7 CV; GgttonzDN0ilD1JN

This has only happened after I had verified child access to the xbox.
