    Yes my setting are private, mixer actually pauses when you hit the home button. And they have no control I get that but they can still do something because its breaking the code of conduct.

    Just block the guy so you're not bothered by him anymore.

    Also, if you're hacked that means you were most likely phished for your information. Change your password.

    They live in another state. The cops will tell you any where they cant do anything about harassment on social media or on xbox. Im really tried of being told to go to the cops when we all know they wont do anything.

    They aren't hacking your account, they're social engineering you, or not telling the truth.

    Use a strong password that's not on any other sites, enable two factor authentication and you'll be fine from that perspective.

    If this person has actually threatened you or your home town, bypass Microsoft directly and contact local law enforcement, providing them with all information.

    If you've reported this person 30x, have you actually blocked them? If not, are they making different gamertags?

    submit a report on the other person     however it might be advisable to involve local law enforcement of the threats you are receiving from them.
