Eventually someone will post to let you know to recreate this post in the Account Suspension section but this is a wide spread issue that has hit even game magazine reviewes such as

It does, just change the location in setup.

It only really effects digital purchases, so if you set it to Canada then digital games will be the Canadian release dates and dollar amounts (excuse my ignorance have no idea on currency there )

If you leave it as USA you get there release dates etc

Not sure if the kinect voice works with French Canadian (accents and language)

I have removed the account to an external hard drive and the new account is on the actual console and it still says that there is a ban on the new one if nothing else can I just be refunded for the 3-month gold subscription I put on the new one

update went back to the enforcement section of the Xbox website and upon further review it says that a "service suspension was deemed necessary" can someone explain what that specifically is because I looked all over that site and it didn't tell me what
it is

The enforcement team doesn't use the forums and we can't help you with suspension issues but your issue might be a console ban not account specific ban.
