Gears of War Collection Promotion a scam? HELP

* so i bought my bro the gears of war 4 promotion code during its special promotion where the game was 30$ and it included all the other gears game. However, my bro only recieved gears of war 4 when he used the code. I asked for help and here is our conversation

This game can be played on your Xbox One console as well as on Windows 10 PC. However, this item doesn't include the other versions of Gears of War.s

Me if u can pull up the promotional page that was up during december 23, u can see that there was a chat setting to talk to customer service before buying the game. and it also mentions how, for a limited time only, they were selling gears for 30$ and
it included all games also

and redeemed my code for GOW4 on December 31.

Can I still receive the codes for the Gears of War Xbox 360 Collection promotion ?

I didnt recieve any microsoft message about the Fan Appreciation Gift Promotion, and the gears of war collection promotion. (I own All gears of war games)

If your brother redeemed a code for Windows 10 before December 31st and started to play the game they will receive codes within 30 days from the day they started playing. Have your brother keep an eye on their Xbox Live messages, thanks!
