Gears of War 4 on PC stuck on loading screen every time

I'm trying to play Gears of War 4 on Windows 10 via Game Pass. Every time I try to run the game I get as far as the Press Enter to Start screen, I press A on my controller, it gets to the picture of JD with the gear spinning in the bottom right corner, and it gets stuck there. I never make it to the main menu.

I found one workaround that seems to work temporarily. Someone suggested:

1) opening the Microsoft Store settings and doing a Reset

2) then logging out of the store

3) then logging back into the store

4) then restarting the PC

And this does indeed work, for one launch, but when I go to launch it again it's stuck on the loading screen again. I shouldn't have to be jumping through those 4 hoops every time I want to play a Microsoft Studios game on a Microsoft Windows PC.

Does anyone have any advice on how to permanently resolve this issue?

Should I do that even though I'm on Windows 10, and the PC Health Check upgrade advisor says that Windows 11 does not support my CPU?

In case it would be helpful, I found the following:

1) If I try to do a Windows Update manually, it gives me error 0x80080005 again.

1a) I tried running the Windows Update Troubleshooter, as previously instructed, and it found no errors.

1b) I tried running the previously provided steps:

Copy the command below one line at a time and paste it on Command Prompt:

DISM /Online /Cleanup-Image /CheckHealth

DISM /Online /Cleanup-Image /ScanHealth

DISM /Online /Cleanup-Image /RestoreHealth

SFC /scannow

All commands completed successfully and found no errors. Very weird.

2) I checked the Event Viewer, and there were no Application logs that I could find for either the Windows Update error or Gears 5 hanging. However, I did find a Warning and Error log under System logs that might be related. I attached screenshots here:

2) The Xbox App showed an update available yesterday, but when I tried to update it via the Microsoft Store, the Xbox update just says Paused. That seemed to generate a couple Application logs:

3) Microsoft People and Web Media Extensions also showed updates available yesterday, but when I click to update them nothing happens.

3a) On the other hand, other apps update without issue. For example, Library of Ruina, acquired through GamePass, just popped up an update today and updated just fine:

4) After a restart, Gears 5 (and the same for Gears 4) starts without issue. The next day, Gears 5 will hang after pressing Enter/A to start.

5) I'm going to try running Windows Update and the Microsoft Store updates after a restart, see if they'll magically work the same way Gears does.
