Gears of War 4, had an update failure, got an unfortunate game removal. super worried...

I am a solid Gears of war gamer here. I am a huge supporter of Xbox since halo first release and then on to Gears when it came out. Recently, I have been trudging through Gears 4, since its release on my Limited Edition GOW4 Console and specially purchased
55 inch flat screen tv to match. I need to say I have a huge investment of love, time and money in this system and its games, thousands of dollars, not hundreds, but thousands.

My question is to do with a failed update installation. update for GOW4 that came out around 12-13th June 2019. I started the update on the Thursday 13th June and in no time it got to the 'ready to start' point of the update, and so I followed through.
I started the game, went through to the start up page of gears 4 and it had the update progress at about 57 percent. Unfortunately, it never moved passed this point. I paused the update, turned my machine off and on, unpaused the update. No change, even though
I did this a few times, each time not making any difference to the progress. I then turned my machine off for a couple days and retried unpausing the update two days later (Saturday). this made no difference. I then tried to cancel the update, thus finding
that this action removes all of the game. (Who knew right?)

Now, whilst I can reinstall GOW4 again at 110 GB, I would like to know, what happens to all my progress? I have played Gears of war for 2.5 years solid, with little change in games. I consider myself Gears hard! I am at Level 1167, that's Wings 1. Also,
I have purchased with real money, characters and weapons skins that I don't want to lose like the Lambent characters and skins and then the Black Steel characters and skins. I have earned and collected characters that only come out on special occasions like
the 11th Anniversary Golden Gear set, and earned Aaron Griffin, through challenges and was working on the Gilded characters challenge for gears 5 which I have pre-ordered on the first day of availability (for me that was the 10th June 2019, I live in NZ).
I dont want to reinstall this game and have to start all over again. I cant do it. I have already lost sleep over this quandary.

Is it true, that if I reinstall the GOW4 game back onto my console, the cloud stored version of my data will update my newly reinstalled GOW4 on my machine and reinstate all my progress, characters and skins?

If not, can you give me all that I had back PLEASE (looking at you with a big heart, puppy dog eyes, like puss n boots off Shrek?) with some kind of special 'GOW4 update for Elijah'?
