DLC is not necessarily available for all the backwards compatible games at the moment. You can check for this by highlighting the game and press the Start button then choose Manage Game. If they are available they'll be listed there for download.

As far as the promise of a code you should contact them back if you have not heard from them.

That's how it worked for my Gears of War 3 Season Pass, I'm assuming it will be the same for my Borderlands 2 Season Pass as well.

I've had the Gears of War 3 season pass since Halloween, and it won't let me download the DLC either.
