Garbled Xbox party chat - known issue?

In recent weeks Xbox party chat has been rampant with persistent intermittent garbled audio. Most of my friends refer to it has “robot voice.”

Typically only one member of the party will have this issue while others do not.

• 
  quitting/rejoining party, doesn’t fix it.
  
  
• 
  quitting/starting new party, doesn’t fix it.
  
  
• 
  logging out and back in, doesn’t fix it.
  
  
• 
  changing party lead, doesn’t fix it.
  
  
• 
  restarting Xbox, doesn’t fix it.
  
  
• 
  happens to users independent of their headset situation. Neither brand nor wired/wireless makes any impact.
  

It randomly occurs and randomly returns and randomly stops without a discernible pattern nor a definitive fix. I can only say…it makes party chat unusable.

Is this a known issue?
