Under the “privacy and security” settings in your Xbox account there are settings you can adjust to increase your privacy and block access to your information and activities.

Well the fact it occurs on and off Live makes it seem more like a hardware issue rather than a network issue. Could you try to move your profile to a USB drive and take the hdd completely out of the equation and see if that allows you to access your privacy
settings? If this works, means there could be an issue with the hdd.

None of that worked. Any other suggestions?

Well try clearing the cache on your hdd. If that does not work go through all files on the hdd and look for any corruption. Corruption shows up as a yellow with a black exclamtion mark in the middle. If this still does not solve the issue, try deleting the
gamertag and recover it back to the console. Ensure you delete only gamertag and not items and gamertag. Any corrupted files just redownload from download history under account management.
