Watch Dogs was previously free as part of the "Games with Gold" monthly game back in June 2017. At this point the only way to get the game would be to purchase it unfortunately. Thankfully though, both Watch Dogs and Watch Dogs 2 are constantly on sale for
prices that would be considered a steal.

This exactly - they usually are on sale for quite cheap!

Watch Dogs was once a free offering in the Games for Gold, but that was probably a year or more ago.
