Since when has this been necessary? If the game is free, why do you need billing info to be able to download it?

You would need to contact support again if you can't cancel it via the website
Contact Us | Xbox Support

They are the only ones with access to your billing info.

You need a full gold membership in order to download games with gold.

To download the Game with Gold, you need to add a form of payment and billing or If you have an Xbox 360 from there you can download the game.

Unless you are downloading the game from a xbox 360 then you need to add billing info.

Unless you start the download on a xbox 360 cancel it then it will appear on your games list on the xbox one without you having to sign up with billing details

game with gold require billing info because it needs to bill the game to you even if its free because they have to pay the devs for each copy they give away
