(Games for windows LIVE) Can I not redownload purchases?

First, let me start by saying that I am aware GFWL isn't fully supported anymore.

However, my friends have told me that you can redownload purchases and some games like GTA IV require it to activate.

Heres my problem:

I own several games (GTA IV, Fallout 3, Etc) on GFWL and I simply cannot redownload them. At all. I download the GFWL app. It installs fine on Windows 10. Logs in just fine. No problem.

But, I am greeted with "There was an error retrieving your purchase history. Please try again later".

This has been the same for a couple weeks. I've tried reinstalling a few times, clearing cache on Windows 10, etc. No luck. I do not want to rebuy these games again so I am hoping someone at Xbox could assist. lol

Steam is not the problem. GFWL is. Apparently, Russia isn't a available country on GFWL. There are so many problems with GFWL. I tried to play Dark Souls As well, and it claims my code is wrong!Well, I apologize for the inconvenience.
