Games DLC will not download from Windows Store (Xbox Game Store)

I purchased a brand new computer and DLC purchased on the xbox game store is not working or showing up in game. The games I have DLC for and Downloaded are Europa Universalis 4(Art of War Emperor DLC) and Hearts of Iron 4(Battle of Bosporus, No Step Back and La Resistance).

The DLC all installs fine with no errors, but when I open the game the DLC does not appear Hearts of Iron 4 doesn't even give the option for DLC:

This is the DLC Installed on my PC at the time didn't know how to get a good picture of it, the DLC is installed according to the xbox app the fourth thumbnail (Europa Universalis IV Emperor) is just one DLC I have installed your going to have to trust me when I say I have the other DLC is installed:

The two games I have installed on two other PCs where it works fine. I have factory reset my Dell XPS 4 times and that hasn't fixed the problem. I was able to duplicate the problem on another device (Steam Deck with windows 11 installed), but eventually after a month or so it just kind of clicked and I tried it again on the Steam Deck and it just worked. I was able to duplicate the problem again on my steamdeck by factory resetting it. So I assume the problem is with new versions of windows not recognizing the DLC? I was hoping someone would have anything about fresh windows installs causing problems like this.

I will try other forums, but unfortunately the gaming the community is pretty negative about Windows store purchases and have told me I should have bought it on steam.

Doing a google search I found these suggested solutions, none of these worked for me:

I have installed and reinstalled the game numerous times.

deleted the "My Documents>Paradox Folder".

Made sure all my drivers are updated and I'm running what I believe to be the latest build of windows.

Repair and reinstall Xbox Game Services.

We appreciate you have included screenshot and troubleshooting you have performed in your description. Now. to have a better understanding, we would like to further isolate your concern.

May we confirm if the base game (Europa Universalis 4 and Hearts of Iron 4) was installed through Microsoft Store? Or was it installed from Xbox app? The DLC best match with the base game installed from the same Store (Microsoft Store / Xbox app).

Additionally, we would like to ask if you have installed antivirus, antimalware, VPN, Proxy, firewall, and PC Optimizer on this new set up?

Definitely not game shearing

I've owned every WWE game on xbox one. Since they took them off the store it deleted them from the account as well. When I look in the windows 10 store I can see them there. But cant download the games cos they are not in store anymore. When i also look
on windows 10 store half the DLC is missing to the games as well.

if you had games listed in companion app they then you either streamed from an xbox or they were installed via the windows store, if the game is not listed in the xbox app then download from the windows store.

you can install the companion app from the windows store too.
