Games/Apps don't work after I restart my console

Anytime I restart my xbox one, it takes several minutes to load, displaying a green solid "XBOX ONE" screen while booting. After booting, several apps and games that are installed fail to launch. Launching an app (such as youtube/netflix) displays a message:
"Getting your app ready." Then, the console is unable to load the app and displays a "Something went wrong" error message, with a code that varies depending on the app I chose. For example, the error generated by youtube is "0x97e10bca."

Games will have bizarre issues, such as the game not recognizing purchased and installed DLC/expansions and instead telling me to "Get Access" to things I've already purchased. If I uninstall and then immediately reinstall the game or app, it works perfectly
and all issues are resolved. The problem is, it is very inconvenient to uninstall 50+ GB of content and then reinstall ALL of it before I can play my games again, every time I fully power down or restart my console! The errors do not occur if the console is
simply put in standby/sleep mode.

These errors happen regardless of whether the game/app is installed on the internal or external HD.

Any help or insight would be greatly appreciated!

Thank you for your help! Unfortunately, the hard reset you suggested didn't fix it. I'm going to try a factory reset next.

I'm sorry to hear about the games and apps issue that you're experiencing.

If you haven't already done so, go ahead and try performing a Soft console Factory
reset on your console by doing the following:

Press the Xbox button to open the guide.
Select Settings.
Select All Settings.
Select System.
Select Console info & updates.
Select Reset console. [DELETE EVERYTHING]

Make sure you have both your email and password on hand as you will be asked to sign back in. There is an option to delete everything, go with that option. Afterwards you'll need to redownload your profiles, games and apps.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.
