It goes to the xbox dashboard but it won't let play a game either one from a disc or saved on my console. It also won't play apps

Check if your console its on instant on or energy saving,in instant on mode your console keeps a little bit of energy to download games and start faster if you dont let the console to shut off properly you can even damage the console
hard drive.

My games and apps won't load up and when I try to play a game it goes into a black screen and then after a few minutes it tells me "For some Reason (Game) took to long to start." I waited a few days and nothing has happened. I also can't see my games and
apps to delete them all please help.

please press and hold the power button on the console for at least 10 seconds until you hear the console powering down. Wait for the light on the power supply to turn and remain orange, when this is the case please wait at least 30 seconds until you power
the console on again.

That should solve the issue with games/apps not starting

It didn't work. I click on the game and ibhear the beep that I clicked on it but nothing happens. I tried an app and the screen started blinking

 

Just to be sure, is the power supply connected directly to a wall socket or via a power strip or surge protector?

Be sure to try it when directly connected to a wall socket.
