Gamertags that belong to profiles that haven't been online and haven't played any games

I wanted to change my gamertag several times but what i wanted to change it to was taken already. Thats fine and all, i got no problems if someone already has it, but i searched for who had it and found that it belonged to a profile that has never been online
and hasn't played any games. Would it be possible for that account to be removed or the gamertag changed so the gamertag is available again? I've run into this problem about 4 times now and its finally annoyed me enough to contact xbox about it.

Achievements out of sync

I had been playing Skyrim and MW3 offline (I just got new internet service provider), using my LIVE Gamertag, after going online to LIVE and downloading my profile again ... my achievements didn't transfer and MW3 / Skyrim aren't loading the saved data..
any help? I haven't played anyother games recently.

Also I just noticed... on the forum here it shows my last game being played is RDR. Haven't played that in awhile, and I've played others since. Maybe our profiles haven't been synchronized with the servers properly.

 

There's no way to request a gamertag and the tag service is in use on other Microsoft services, so even if it's not being used on an Xbox, it could be in use elsewhere. If the person who owns the gamertag does not sign into it in a 5 year timespan, the tag
will be freed up for use.

One they don't have to play online

You have to remember Skype and xbox store for Windows also use gamertags that have nothing to do with games

It could be for apps or etc
