Gamertags ALWAYS TAKEN

I've been using my given gamertag since the Xbox 360. I want to change it so I thought of something unique. So I type it in and it's taken. So I search up the player with the actual thing and they don't even play on that account and has absolutely NOTHING.
The account has no Gamerscore, no friends, no games. This annoys me very much because I want to change my gamertag but it's taken by a ghost. This is not just this gamertag, every thing I try, it is always taken.

How do you get someone's gamertag that hasn't played since xbox original and has no games, rep, avatar or gamerscore??

You don't, unless Microsoft is willing to delete them which I doubt will happen anytime soon though.

What's even more annoying are those Microsoft "Zune" accounts. It's people who don't even play Xbox at all but their usernames are also gamertags, so you can't use them. Microsoft tried to make it easy for those who do use both, so your names are the same, which is dumb imo.

Sorry, but unless they change it to something else, there's nothing you can do. The tag system is in use on other Microsoft services, so even if they're not using it on an Xbox, it could be in use elsewhere.

If it has suggested different ones with numbers, The Gamertag is taken and Xbox always suggests new ones that are similar to give you options. But as always Xbox will appreciate your feedback to improve Gamertag changing and creation and feedback will
be pasted on.

you might look up "gamertag" and it doesn't show up, it might actually be in use as "gamer tag".

They could be in use on the Zune, as that shares the 'gamertag' system.
