Gamertag tag hacked and changed

I highly suggest you follow account recovery steps.

Someone unauthorized accessed my account an changed my gamertag.

It may be worth checking
the enforcement site in case the Enforcement Team changed your name for some specific reason. If there's no enforcement action on your account, then I'd recommend changing your password for your Xbox account ASAP, and adding Two
Step Verification to your account.

Okay so you're telling me that even though I was hacked and they changed my gamer tag. I still have to pay to change it back?????? Because they used the free gamertag change.

The bottom tag is concidered a classic gamertag and the top is part of the new gamertag policy. You somehow changed your classic tag and not the newer one. You would have to try changing it again to see if it shows the option for both and then change the top tag.
