GamerTag change purchase denied

When trying to buy a change of gamertag, the store 'locks' my location to the US and asks for adding profile address, and as Im not in the US, I am not allowed to go through with the purchase.

MS and XBox profiles are updated with address (non US) both as billing and delivery address. Payment method registered to account is credit card, with same billing address as on the profile. When using that card in the store, it still insists that Im in
the US.

Tried using PayPal, with PP account with same address as profile / CC billing address as above, but Microsoft account insists that the added PP is for purchases in the US, and denies payment as the address on the PP account is not US ...

Lastly added a XBox giftcard, bought from a Non-US store without a problem, redeemed it without a problem. Got stuck when sent to payment for the change of gamertag, as it automatically thinks Im in the US.

So, what to do now?

Have verified that all accounts are updated with correct address, location etc. Still the store determines that Im 'US' ?? (Yes, this has all been tried on different computers, deleted cookies, cache etc)

Error in the store possibly ?
