Drug references is the probably why it got taken down. Its something you should learn from. There are community guidelines and drugs/cigarettes and stuff fall into a category full of bad stuff you aren't supposed to have on your profile anywhere.

I understand it didn’t look real and was meant as a joke, but it was most likely reported for being inappropriate as the Juul is a nicotine product and Xbox strives to make a safe community for people of all ages. I believe this would fall under the Keep

Due to Juul being an e-cigarette, your gamerpic was possibly removed because of its affiliation with drug usage. Microsoft intends to limit references to drugs on their platform.

Remember: Context is important, and mature content that makes sense in a game might not be appropriate elsewhere on Xbox

The most likely explanation is that it was reported as drug paraphernalia or promoting drugs in some way. Vaping (even with a Juul) still uses nicotine pods. So that's very possible it was seen by someone very anti-drug to any degree. Which is understandable,
Xbox Live is supposed to be a public and family friendly place.

Or, if the image wasn't personally made by you, then it could have been reported on a copyright claim? That's a little far off but possible.

Just try to keep your stuff clean. If you can submit a case review/claim on the enforcement website on the action then do.
