Gamer-Pic being verified for 3 hours

Okay, here I go again. So I'm trying to change my gamer-pic to a custom photo. It said it needed to be verified so I waited 3 hours with no update and no change, so I decided to re-upload my photo just to get the same message again. I am NOT breaking the
code of conduct. Here's my photo:

And for you helpers that send links screw off, my photo does not break these rules:

Thanks for reaching out here in Xbox Forums. I understand there is an issue with a custom gamer pic. The following article: Changing
your Xbox One gamerpic. It might take a little while for your custom picture to appear while we verify it’s OK. If it’s not, it’ll be reverted to the last gamerpic or avatar you were using.

I recommend to review the
Microsoft Service Agreement for more information.

Check to see if it shows up on the console or website. They dont always update at the same time.

The thing is, I see the photos change on both mobile and console at the same time. The issue is my gamer-pic being removed all because they need to be verified. I have different photos that never go through a verify phase, they upload and then that's it.

It can also take up to 24-48 hours to refresh, Also sometimes you do need to redownload your gamer tag as well some times
