Well, I just solved it myself.

Turns out the game didn't like me having a gamepad plugged in.

I doubt it is an IP problem because my other xbox games are working. Deep Rock Galactic, Dead Cells, Crusader Kings 3, all three start just fine. It's just this one game that's borked.

Okay, I did all of the above. Stardew still gives the same error code. My other games are still working fine.
