Game Pass Ultimate - Not "owned" games on Ready to install list on Xbox

go to memberships/game pass

Game Pass games won't shop up under ready to install unless you've previously downloaded them from the store. You do also have the option of removing the games from the list if you don't want them to show up.

I only downloaded and played two Game Pass games:

- Forza Horizon 4

- The Gardens Between

Games that appear on Ready to install, but I never downloaded them before:

- Astroneer

- Crackdown 3

- Guacamelee! 2

- Marvel vs. Capcom: Infinite

- Mutant Year Zero: Road to Eden

- Operencia: The Stolen Sun

- Riverbond

- Sea of Thieves

- State of Decay 2

- SteamWorld Dig 2

- Supermarket Shriek

- Void Bastards

- Wargroove

Since they as you write "don't show up under ready to install unless previously downloaded" there must be some sort of a issue with the service. Is there a way I can report this issue to Microsoft as a bug?

Not sure if this is currently available outside of the insiders program, might be wrong

Hold the Xbox guide button your controller and a theres tab that lets you report bugs.
