Game pass question: same account different game pass options

I have two Xbox ones, both on the same account. I bought game pass (the one that comes with GTA) on the Xbox in my living room. When I go to the same account in my room, I don't have that game pass and it wants me to pay for it again. Why is this/how do I fix it?
