The elder scrolls wiki mentions a solution, namely that you first first install the fighter stronghold dlc and AFTER that the wizard tower. This might solve youre problem according to the elder scrolls wiki.

Are you referring to the pop-up showing you the prices once you’re in game > options > downloads > view available content ?

If yes, I was testing this by myself and I was able to purchase the Wizard’s tower in my Xbox.
