Game Pass Family sharing

Do you mean game pass? Or you're game sharing with someone in your family? If its game share then try having your family member login with their account on the console and see if it shows up then.

I thought that with Family sharing it didn't matter who had the game pass subscription?

Yes I think there should be a Game Pass Ultimate Family package for 4 or 5 users to share.

The PC does not have the same function as the console. What you can do is log into the account that has the subscription to the Microsoft Store app on your Windows, download the games and log into the account you want to use to play games on the Xbox app.

Also, try managing your daughter's account by signing in your account at https://account.microsoft.com/family/home, clicking on your daughter's account then click on "Spending" tab and make sure to turn off the option for "Require approval for every purchase".
