Game pass doesn't carry between console and PC?

But only some games (usually Xbox Play Anywhere) saves will carry over from the Cloud gaming to the PC installed version. Most will only carry over to the console installed version.

It's because on Xbox they can set the console as their Home console in order to share the games with you. That doesn't carry over to other devices for you. They would need to sign into the store on the PC to download the games.
