Game Licenses not purchasing correctly

So last night i bought a couple of games: "Saints Row Metro Double Pack", "Layers of Fear" and "Life is Strange Complete Season (Episodes 1-5)" they downloaded into my main Xbox correctly.

But i went to my friends house and tried downloading them and they didnt appeared.

So i tried downloading them via the store and they wanted me to buy it back, i clicked it thinking it might be a bug or something but it bought one of the games again and charged me again. The game is Saints Row: Gat out of Hell.

Hi there - it sounds like the license transferring did not correctly complete. Did you follow these instructions?

If they're digital games you're purchasing a license to use them, not the game themselves. If you violate Microsoft's terms, they can remove that license.

If you're part of the preview program, you won't be able to download and play the games anywhere other than your original console. It's part of the current preview.

As this is part of the preview program will this be amended and in the future those games will be playable on another console. I am also having this issue.

When they decided to roll out the whole update to everyone will this then allow the new purchased games to go to the other consoles?

If I understand correctly you are trying to play games that you own on disc, right? Even if the game is installed on the console you need to insert the disc to play the game because the disc is the proof of the purchase of the license of the game, but
since your new console does not support disc games you need to purchase a digital license of the game in the xbox store to play these games on your xbox one s all digital ... As of now is impossible to transfer a license from disc to digital

Providing the licenses are correctly in place you will be able to use the map-packs purchased by the old account on your new one.

The way licensing works is, when you purchase content it is tied to the gamertag that purchased it as well as the console it was purchased on. License transfers move the console licenses between consoles. So you would have to sign into the account that purchased
the content in order to do the license transfer. You would then be able to access the content while you're signed into your account on your new console and your brother would be able to use the content as long as he is signed into his account on the old console.

However, the license transfer does transfer all licenses. So you can't pick just the content you purchased. It would move all licenses. So there are some things that may be transferred that may not work correctly on the old console.
