Game license only covers Xbox 360 for some games?

As an example, I purchased Monopoly Plus on Xbox 360 - but if I want to play it on Xbox One (that I received as a surprise gift at Xmas) I have to re-buy the game?

(which I wouldn't do of course - that would be a waste of money)

Surely the license should cover both formats - or do I have to wait for it to become backwards compatible - which it probably wouldn't if it's available on Xbox One?

If I transfer game licenses to a different 360, will it also affect Xbox One games for that gamertag?

We had 2 Xbox 360s and sold one to get the Xbox One. Some of the games were purchased on the Xbox we sold, so only the purchasing account can play them. I'd like to transfer the licenses for that gamertag (not this one) to the Xbox 360 we still have.
But I'm concerned that this will also transfer that gamertag's licenses for Xbox One games, rendering them unplayable. Does the license transfer tool in 360 Account Management only transfer 360 games, or could we lose the licenses for the Xbox One games? Thanks.

licences cover the software for that particular platform, some publishers have let people upgrade the licence to the x1 for a small fee but other than that it would be a repurchase otherwise.

OK, Then the license only covers the PC version unfortunately, and you have to buy it for Xbox if you want to play it there as well.

Only Play Anywhere titles, covers the license for use on both PC and Xbox.

but on the faq on Call of duty ghosts website it says

No, Xbox 360 game license will not be deactivated. Both game licenses will be retained.

OK so this is the issue.

Yes you can only use Microsoft/Xbox account currency to purchase backwards compatible games on the 360 console itself.

Your issue is this the license being taken away for a game that was refunded is only for Xbox One games not the 360 games.

Their is no way to take the license away for a 360 game even with a refund. This is why it still shows that you own the game

The slowdown and stoppage of your download had nothing to do with Licensing.

I am actually surprised that you even got a refund Normal policy is that there is no refunds for 360 games.
