Steambox is just gonna be a small PC for the living room that can run the Steam platform, it isn't designed to replace a gaming PC. Valve's target market for the Steambox isn't PC gamers, it's people who don't game on PC, i.e. those who game in the living
room. The idea is just to get more people using the Steam platform, what better way to do that than tap into a market where the PC isn't as prevalent.

If they had permission to run consoles games on pc without buying.a.different version you would.have more play.anywhere titles

There is no way to transfer assets between platforms. If the game isn't PlayAnywhere, and EA runs it on PC on their own app, nothing moves between them
