    What happens if you view it in the Store? I would also try there and see if it shows "Install." And also, is this through the Xbox One console or through PC?

    Is the dlc in your purchase history? Look there and try and click it and download from there.

    So I have reached out to everyone possible. I've requested a refund. I am seriously done with this. It has been almost two weeks since I have been able to play a game that I have paid for. It is listed on my account as COMPLETED. I have paid for the game
    and it will not download. All of my other games are downloading and updating properly.

    I need help and no one is helping me. I'm tired of this.

    Automatic Refunds Due to Gold

    It's possible that you got it free and downloaded it then. Then once gold expire you simply lost privileges to play the game. I would still check with Microsoft on the website to make sure you haven't paid for it or maybe did get refunded for the game. Best
