Game installation stops at or near 0% when I install it from game pass.

I recently went to play fallout 76 when I saw it had a 96 GB Update. I decided to do it and when it was fully done it completely deleted itself from my library. Now when I try to install it it either doesn't even go to installations or it stays at Preparing 0% the entire time. I have tried most if not all solutions online and I am at my wits end with this. Does anyone have any ideas on how to fix this? The error code is 0x80070005
