Game i didnt buy i supposedly owned?

I have never downloaded Rainbow 6 Siege, nor ever played it before. Last night I was going through new games and it said I owned it. So I downloaded and installed it. Then when I try to play it, it says that I need the disc. I uninstalled it, and went
back to the store, but the store only gives me an option to download it, not buy it. I do have The Division installed, if that has anything to do with it. My question is, "How can I buy this game without going to get a physical copy?" The store thinks
I own it and will not give me the opportunity to purchase the license to play.

That's because you have owned Rainbow Six Siege and your account played it. But if you try to download and play it now, it doesn't works because your account does not have the license to play the game anymore.

that didnt help me with anything but tell me to buy the game and that i can redownload the 3 dlc that i own

This is exactly why I don't buy digital only content and never will. All you own is smoke, not an actual product. You buy a game disc, paper book, CD, etc and as long as you keep it and keep it safe, you'll always have it. With digital you have to rely on
somebody else giving you access to something you supposedly own.
